As we are moving ahead into the 21st century, our hunger for cost effective and environmentally friendly energy continues to grow. The Energy Information Administration of US has forecasted that only in the first two decades of the 21st century, our energy demand will increase by 60% compared to the levels at the end of the 20th century. Fossil fuels have been traditionally the major primary energy sources worldwide, and their role is expected to continue growing for the forecasted period, due to their inherent cost competitiveness compared to non-fossil fuel energy sources. However, the current fossil energy scenario is undergoing significant transformations, especially to accommodate increasingly stringent environmental challenges of contaminants like sulfur dioxide, nitrogen oxides or mercury, while still providing affordable energy. Furthermore, traditional fossil fuel utilization is inherently plagued with greenhouse gas emissions from combustion, especially carbon dioxide from stationary sources as well as from mobile sources. Should worldwide government policies dictate a reduction of greenhouse gas emissions, such as proposed by the Kyoto Protocol and the implementation of carbon taxes, fossil fuels would lose their significant competitive appeal in favor of nuclear energy and renewable energy sources. However, the current non-fossil fuel energy share of the worldwide energy market is merely below 15%, and therefore, it is more likely that fossil fuel energy producers would adapt to the new requirements by developing and implementing emission control technologies, and emission trades among other strategies.

This paper examines the interrelationship of learning e ffects and emission control on the diffusion of carbon capture and storage (CCS). We introduce a dynamic model in which an electricity producer maximizes pro ts subject to emissions control. All technologies are characterized by specific linear marginal costs and CO2 emissions which need to be covered by limited emission permits. The fossil fuel-based plants can be replaced by the CCS technology which is associated with higher capital costs and a lower system efficiency. Both parameters improve due to learning effects if the technology is applied. The model is formulated as a non-linear optimization problem, and solved using GAMS. Given the assumed technological data, the results for a data set of Germany show that CCS is essential to reach carbon emission goals. However, particularly in the case of learning, CCS can help renewable technologies to become competitive.

The combustion of fossil fuels emits massive amounts of CO2 which need to be covered by means of limited emission permits. Coal is the fossil fuel which on the one hand is provided with the largest reserves (thus assuring future fuel availability at comparably low costs) but is on the other hand emitting the largest amount of CO2 per MWhel. Therefore, technologies to capture and store that CO2 are under development. Those technologies come with significantly higher capital cost for the plants and high energy losses in generation. Consequently, high carbon prices are required to incentivize investment into that innovative technology. But the adoption and diffusion of innovations is not only a question of financial incentives. As on other markets, the market for innovation is characterized by potential failures which may impede or prevent the successful diffusion of advanced technologies. The following thesis first provides an overview about the innovative technologies to capture CO2 from large scale sources just reaching demonstration phase. Second, innovation from an industrial organizational point of view is analyzed. The focus here is set on market failures for innovation, in particular with respect to market failures which interact with failures on the market for pollution control. Third, a model is introduced which simulates the adoption and diffusion of Carbon Capture and Storage (CCS) in a two player Cournot game. The producers are subject to emission control and can choose among several technologies to comply with that constraint.
