This book on electromagnetic resonance phenomena describes a general approach to physical problems, ways to solve them, and properties of the solutions obtained. Attention is given to the discussion and interpretation of formal and experimental data and their links to global atmospheric conditions such as the dynamics of global thunderstorm activity, variations of the effective height of the lower ionosphere, etc. Schumann resonance is related to worldwide thunderstorm activity, and simultaneously, to global properties of the lower ionosphere. Transverse resonance is predominantly a local phenomenon containing information on the local height and conductivity of the lower ionosphere and on nearby thunderstorm activity. I was very happy to learn that Plenum Press has decided to publish an English edition of Chemistry of the Ionosphere. Although the book was largely intended for the Soviet reader in order to fill some gaps in Russian-language reviews on aeronomic problems, I hope that it may be useful to foreign specialists engaged in iono spheric research as well. Naturally, during the time which has elapsed since the preparation of the Russian edition new studies have been published in the world literature on the problems dealt with in this book. The most important of these are noted in the ap pendix to this edition, but some problems (for example, with respect to the physics of negative ions in the lower ionosphere) require a radical reexamination, which cannot be done in a brief appendix. I will be pleased if publication of the book in English will as sist in removing some of the currently existing ambiguities in basic problems of upper atmosphere chemistry. A. D. Within the Office of Space Science of the National Aeronautics and Space Administration (NASA) special importance is attached to exploration of the planet Mars, because it is the most like Earth of the planets in the solar system and the place where the first detection of extraterrestrial life seems most likely to be made. The failures in 1999 of two NASA missions-Mars Climate Orbiter and Mars Polar Lander-caused the space agency's program of Mars exploration to be systematically rethought, both technologically and scientifically. A new Mars Exploration Program plan (summarized in Appendix A) was announced in October 2000. The Committee on Planetary and Lunar Exploration (COMPLEX), a standing committee of the Space Studies Board of the National Research Council, was asked to examine the scientific content of this new program. This goals of this report are the following: -Review the state of knowledge of the planet Mars, with special emphasis on findings of the most recent Mars missions and related research activities; -Review the most important Mars research opportunities in the immediate future; -Review scientific priorities for the exploration of Mars identified by COMPLEX (and other scientific advisory groups) and their motivation, and consider the degree to which recent discoveries suggest a reordering of priorities; and -Assess the congruence between NASA's evolving Mars Exploration Program plan and these recommended priorities, and suggest any adjustments that might be warranted.
