The Hydrogeomorphic (HGM) Approach is a collection of concepts and methods for developing functional indices and subsequently using them to assess the capacity of a wetland to perform functions relative to similar wetlands in a region. The approach was initially designed to be used in the context of the Clean Water Act Section 404 Regulatory Program permit review sequence to consider alternatives, minimize impacts, assess unavoidable project impacts, determine mitigation requirements, and monitor the success of mitigation projects. However, a variety of other potential applications for the approach have been identified including: determining minimal effects under the Food Security Act, designing mitigation projects, and managing wetlands. This report uses the HGM Approach to develop a Regional Guidebook for assessing the functions of low gradient, riverine wetlands in western Kentucky. The report begins with a characterization of low gradient, riverine wetlands in the western Kentucky, then discusses (a) the rationale used to select functions, (b)the rationale used to select model variables and metrics, (c) the rational used to develop assessment models, and (d) the data from reference wetlands used to calibrate model variables and assessment models. Finally, it outlines an assessment protocol for using the model variables and functional indices to assess low gradient, riverine wetlands in western Kentucky.

The Environmental Monitoring and Assessment Program was created by EPA to develop the capability for tracking the changing conditions of our natural resources and to give environmental policy the advantages ofa sound scientific understanding of trends. Former EPA Administrators recognized early that contemporary monitoring programs could not even quantify simple unknowns like the number of lakes suffering from acid rain, let along determine if national control policies were benefiting these lakes. Today, adding to acidification impacts are truly complex problems such as determining the effects of climate change, of increases in ultraviolet light, toxic chemicals, eutrophication and critical habitat loss. Also today, the Government Performance and Results Act seeks to have agencies develop performance standards based on results rather than simply on levels of programmatic activities. The charge to EMAP of ecosystems is, therefore, the same today as it was a with respect to measuring the condition decade ago. We welcome the increasing urgency for sound scientific monitoring methods and data by efforts to protect and improve the environment. Systematic nationwide monitoring of natural resources is more than anyone program can accomplish, however. In an era of declining budgets, it is crucial that monitoring programs at all levels of government coordinate and share environmental data. EMAP resources are dwarfed by the more than $500 million spent on federal monitoring activities each year.

This book contains the proceedings of a symposium held at the College of Charleston, Charleston, South Carolina, USA, 16-20 June 1986. The seed for this symposium arose from a group of physiologists , soU scientists and biochemists that met in Leningrad, USSR in July 1975 at the 12th Botanical Conference in a Session organized by Professor B.B. Vartepetian. This group and others later conspired to contribute to a book entitled Plant Life in Anaerobic Environments (eds. D. D. Hook and R. M. M. Crawford, Ann Arbor Science, 1978). Several contributors to the book suggested in 1983 that a broad-scoped symposium on wetlands would be useful (a) in facilitating communication among the diverse research groups involved in wetlands research (b) in bringing researchers and managers together and (c) in presenting a com prehensive and balanced coverage on the status of ecology ami management of wetlands from a global perspective. The work focuses on the application of the EPA’s Rapid Bioassessment Protocol (RBP) but suggests various techniques that can be used to improve sampling protocols and quality control, where necessary. It also includes general listings of health classifications, appendices of more than 300 streams that have been sampled, and a GIS method for designating the reference condition for purposes of comparison in each ecological unit. Although the EPA’s RBP Manual is considered to be the standard of information on the types of metrics that can be used, this book explores, from a state regulatory standpoint, the practical development of such a system to begin compliance with critical sections of the Clean Water Act.
